India- a large country with a geographical area of 3.28 million sq km. has an unique geo-climate, which encompasses, both tropical and sub tropical weather. The extremities , make this region among the most vulnerable to natural disasters in the world
Floods, droughts, cyclones, earthquakes and landslides are regular phenomenon in India. Out of the total geographical area of 33 lakh (3.3 million) sq km, about 60% of the landmass is prone to earthquakes of various intensities. Over 40 million hectares is prone to floods; about 8% of the total area is prone to cyclones and about 68% of the area is susceptible to drought. Out of 35 States and Union Territories in the country, 22 are disaster prone area.
The Asia Pacific region, is home to 60% of the world’s natural disasters. A new United Nations global assessment report on disaster risk, May, 2015, says India's average annual economic loss due to disasters is estimated to be $9.8 billion. This includes more than $7 billion loss on account of floods which includes West Bengal also.
The global assessment report (GAR) 2015, produced by the UN Office for Disaster Risk Reduction (UNISDR), has urged countries, particularly in Asia, to treat this as a wake-up call and make adequate investment in disaster risk reduction (DRR) or it will hinder their development.
"The report is a wake-up call for countries to increase their commitment to invest in smart solutions to strengthen resilience to disasters," UNISDR".

Submission GuidelinesSubmissions must describe substantial, original and unpublished work. Wherever appropriate, concrete evaluation and analysis must be included. All submissions to ICDRR 2016 will be reviewed on the basis of originality, relevance, importance and clarity by at least three reviewers. Authors should refer to themselves in third person when citing their own work. Expressions like "In our earlier work..." or "We previously showed that..." should be avoided when submitting the paper for review.
There will be two categories of papers:
- Full papers: Full paper submissions should not exceed 8 pages with 2 additional pages for references or appendices if needed / applicable.
- Short papers: Short paper submissions should not exceed 4 pages with one additional page for references or appendices if needed / applicable.

Formerly Head/Director, Institute of Environment and Development Studies, Bundelkhand University Jhansi since 2003, he joined NIDM in 2006. A disaster mitigation & crisis management professional, Ph.D. (1995), Post-doctorate (CSIR, NEERI 1996), he possesses interdisciplinary expertise, with institutional development - administration & management, coordinated several international/national projects, over 100 publications including 10 books and 45 papers, guided Ph.D. research. His special contributions were in preparation of National DM Plan (including mitigation & response plan), National HR Plan for DRM, Perspective Plan for NIDM's strengthening, Strategy on Climate Change, NAP on Chemical Disasters, international cooperation with GIZ, UNEP, UNDP, ISET-US, UNU-EHS, UNESCO, CKDN, ICIMOD, NORAD, World Bank, etc. and coordination with States/UTs for DM capacity building/training matters. Areas include risk/vulnerability analysis, DMP, PDNA, CCA-DRR, housing safety & local emergency preparedness, DM planning, governance, etc. He also served NMDC, DMI, NEERI and CICON in administrative/technical capacities. He is coordinator of Technical Advisory Committee of NIDM, member of Governing Council & Academic/Research Advisory of several institutions and High level/Ministerial delegation abroad.

Dr. Kailash Gupta is Honorary Founder Managing Trustee of The International Emergency Management Society – India Chapter (TIEMS – IC) and an independent disaster researcher. Kailash is part of the 73 researchers of 13 countries from 14 collaborating organizations doing a 48-month (ending Dec. 2017) participatory and transdisciplinary action research project, “Action Plan on Science in Society relates issues in Epidemics and Total Pandemics” co-funded by the European Commission. Kailash has done US National Science Foundation, Federal Emergency Management Authority, Government of Rajasthan state in India, ActionAid, TIEMS, University of North Texas (UNT), North Dakota State University, Tata Institute of Social Sciences – Mumbai, and Malaviya National Institute of Technology - Jaipur (MNIT) funded research in Bangladesh, China, Haiti, India, Nepal, Sri Lanka, and US. Kailash has presented papers in conferences internationally and his publications include, a coauthored text book on Disaster Preparedness published by the Indira Gandhi National Open University. He is an “Honouree” at the UNT Honours Day Convocations 2010, 2011, 2012, and 2013; “Best Practice Paper” awardee at the Annual Conference of TIEMS, Beijing, 2010; “Best Essay” awardee by the North Texas Chapter of the American Society of Public Administration, 2010, and a “Distinguished Alumni” awardee in respect of outstanding accomplishments in academic field by the MNIT, 2014.
Kailash has managerial experience, including as a policy analyst, project coordinator of an International Fund for Agriculture Development and World Food Program funded project, banker, member of a stock exchange, Government of India trade promotion officer, and a full-time Director (Finance) and Member of the Board of Directors of a Government of India company. UNT; Indian Institute of Management, Ahmedabad (IIMA); and University of Rajasthan has awarded him PhD, Post- Graduate Diploma in Business Administration (= MBA), and Bachelor of Engineering (Elec.) respectively. Kailash is a Visiting Faculty at IIMA and a Past President of IIMA Alumni Association.
Prof. Meen B. Poudyal Chhetri

President of Nepal Center for Disaster Management (NCDM)
Prof. Chhetri is the President of Nepal Center for Disaster Management (NCDM) and Chairman of The International Emergency Management Society (TIEMS)’s paper Review Committee. He has been appointed as the Adjunct Professor at the Queensland University of Technology, Brisbane, Australia from 1 March 2009. He is the faculty of Institute of Crisis Management Studies, Kathmandu. In the past, he served as the Director of the Department of Disaster Management of the Government of Nepal from 2001 to 2003. In 2004 He worked as the Deputy Regional Administrator in Hetauda, Nepal. From 1995 to 1996, he was the Chief District Officer and Chairman of District Disaster Relief Committee in Dhading district of Nepal. Prof. Chhetri also held positions of Under Secretary, Investigation Officer and Special Officer in various government agencies of Nepal including the the Commission for the Investigation of Abuse of Authority, Ministry of Home Affairs, Ministry of Finance, Ministry of Agriculture and Ministry of Education.
Prof. Chhetri has been awarded with AEI Australia Alumni Excellence Awards 2014 by the Government of Australia on 20 January 2014. He was also awarded with the “Best Paper Award” for his excellent paper titled “Significance of Cooperation and Coordination in International Disaster Management System” which was presented at the 20th Annual Conference of The International Emergency Management Society (TIEMS) held from 30 September to 4 October 2013 in Velaux, France.
He has been awarded with the "DPNet-Nepal Award 2014" on 13 October 2014 by the Government of Nepal in recognition to his significant contribution in the field of DRR.
He is decorated with various prestigious National Medals like: Janpad Sewa Padak 1991, Mahendra Vidhya Bhusan Padak 1996, Prabal Gorkha Dakshin Bahu 1998, Gaddi Arohan Rajat Padak 2001, Daibi Prakopoddar Padak, 1998, 1999, 2000 and 2001. Prof. Chhetri authored two books namely; "Mitigation and Management of Floods in Nepal" and “Analysis of Nepalese Agriculture.” He has also published a number of articles in national and international journals.
Prof. Chhetri completed Post Doctorate (Post Doc.) Research Study on "Disaster Risk Reduction: Policy Implications for Nepal, Australia and Beyond" from the Queensland University of Technology (QUT), Brisbane, Australia in 2011. Prof. Chhetri earned his doctorate degree in Economics from the University of Vienna, Austria in 1995. He also holds an MA and Law degree. He carried out 14 months Drug Abuse Research Study at the Johns Hopkins University, Baltimore, U.S.A. from 2002 to 2003. He attended the Pandemic Disaster Preparedness Training Course at the Queensland University of Technology, Brisbane, Australia from August 24 to November 29, 2008. Apart from the above, he has carried out a number of research works in various fields in Nepal and beyond. Prof. Chhetri worked as the consultant and resource person in a number of projects and programs related to disaster risk reduction in Nepal. He has significantly contributed in formulating and implementing disaster management policy and legislation in Nepal.
